WHAT IS “GREATER BAY AREA”?

Greater Bay Area

The full name is the Guangdong-Hong Kong-Macao Greater Bay Area. This comprises the two Special Administrative Regions of Hong Kong and Macao, as well as the 9 municipalities of Guangzhou, Shenzhen, Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen and Zhaoqing in Guangdong Province.

Aims

Hence the development of the Greater Bay Area is accorded the status of key strategic planning in the country’s development blueprint, having great significance in the country’s implementation of innovation-driven development and commitment to reform and opening-up.

The objectives are to further deepen cooperation amongst Guangdong, Hong Kong and Macao, fully leverage the composite advantages of the three places, facilitate in-depth integration within the region, and promote coordinated regional economic development, with a view to developing an international first-class bay area ideal for living, working and travelling.

What is the Outline Development Plan?

In summary, the “Outline Development Plan” has formulated 5 strategic orientations:

Ultimate Packing List for COVID Hotel Quarantine in China

Hotel quarantine still a necessary no matter you are going to China from Hong Kong or other foreign countries. Spending 14 days ( or more) of isolation isn’t a fun experience. So here’s a useful list from my 2 China quarantine experiences.

Toiletries and Beauties

It is always important to maintain good personal hygiene, even if you are not meeting anyone during the quarantine.

  • Toothbrush and toothpaste
  • Dental floss
  • Shower gel
  • Shampoo and conditioner
  • Lotion and moisturizer
  • Lip balm
  • Hairbrush
  • Razor
  • Sanitary napkins
  • Skin care treatment kit – Undoubtedly, you will be staying in the room, definitely have a lot of ME time to pamper yourself.

Comfort

The quarantine hotels are equipped with mattresses, pillows, and sheets, but you may prefer to use your own for a good night’s sleep.

  • Pillow
  • Blanket
  • Bed sheets or a sleeping bag
  • Eye masks
  • Earplugs
  • Mosquito repeller – Especially during the Summer season

Clothes

Since you will be staying in the room for at least 14 days, preparae something comfortable, easy wash and quick dry.

  • Underwear
  • Cozy clothing and pajamas
  • A few tops and pants
  • A long sleeves jumper – Hence you will be under the air-con 24/7.
  • Socks
  • Slippers or flip flops
  • Extra hangers
  • A small bottle of laundry detergent

Sanitization

During quarantine, there’s not going to be any cleaning services. You will be needing to do certain cleaning yourself during the stay.

  • Disinfectants and sanitizing wipes
  • Dishwashing detergent and sponge
  • Extra tissues and toilet rolls

Food & Beverages

Although you will be served three hot meals a day, you probably would not expect to receive the finest cuisine. It is always a good idea to bring along sauces and seasonings in case the flavors are too blend for you.

  • Sauces, seasonings, rice toppings
  • Snacks – such as chocolate, chips, cookies
  • Tea or coffee
  • Instant noodles, instant soup
  • Thermos cup
  • Your own traveling kettle, I took my traveling cooker as well.
  • Re-usable spoon, knife, fork and apple peeler – In fact, they do give out fruits like apples, pears and pink guavas,

Entertainment

Hotels wi-fi are not necessary good, while you are sharing with the 100s other users in the same hotel. In order to ensure I’m connected to the outside world, buying an additional data sim card for unlimited personal wifi is definitely a good investment.

  • Portable Wi-fi or data SIM card
  • Laptop, Ipad or tablets
  • Switch or portable games
  • Headphones
  • Chargers, adapters
  • HDMI cable and extension cords – Nonetheless you would prefer watching from a bigger hotel TV that your laptop or switch screen.

Health

If you are suffering from any chronic medical condition and need to take medications regularly, don’t forget to bring sufficient dosage for your quarantine period.

  • Prescribed medications
  • Vitamin supplements

In case you forget to bring any essential items after arriving at the quarantine hotel, you maybe able to purchase from Taobao ( Chinese version of Amazon) or asking your friends and relatives to send them via SF Express to you . Hopefully, your 14/21 days quarantine will pass swiftly and safely. Remember to pack away all your belongings before you leave the hotel.

CROSSING BORDER FROM CHINA DURING COVID-19 PANDEMIC

Crossing border from China to Hong Kong is NOT the same anymore. Since the COVID-19 widely spread in early 2020. Traffic ban and border closed are imposed between cities and countries. However, travel between China and Hong Kong is really hard to avoid. You may have your own reasons to cross the border. For instance, family issues or business needs. 

What you have to do when returning Hong Kong from China Border? 

Apply for “Return2hk” Scheme

Hong Kong has launched “Return2hk” scheme allows Hong Kong Residents returning from China without being subject to 14 days compulsory quarantine. 

Who is eligible?

  1. Hong Kong residents who are aged 18 or above and holding a valid Hong Kong Identity Card.
  2. Hong Kong residents aged under 18 have to apply with a parent or guardian.
  3. Stayed in Mainland China for at least 14 days before return to Hong Kong. And the place does not state as a compulsory quarantine location.
  4. A 72 hours negative COVID-19 Test Report from authorized government hospitals or testing authorities.

How to apply?

You can simply apply Return2HK scheme online. Register your application via website:  https://www.quotabooking.gov.hk/cbt_booking/index_hk.jsp

Return2HK have totally 5000 quotas per day. 3000 quotas for Shenzhen Bay Control Port & 2000 quotas for Hong Kong-Zhuhai-Macao. You must reserve a quota when returning to Hong Kong. 

Arrangement for taking COVID-19 Test

You have to present the proof of a valid negative COVID-19 nucleic acid test result upon arrival in Hong Kong. Importantly, you have to take the COVID test in a mutually recognized medical institutes. For example, you have your sample taking on 21 Oct 2021, then your result will ready on next 24 hours. And then you can return Hong Kong any days before 24 Oct 2021.

2021 年香港经济政策报告亮点

香港特首林郑月娥于2021 年 10 月6日发表施政报告，重点关注香港经济。施政报告的核心是房屋和土地供应，以及对香港未来的展望。对于香港的招股书，她提出了经济新动力：融入国家发展。

另外的14个五年计划，中央政府重申支持香港作为金融市场准入与内地。香港政府会在以下五个方面加强努力：

进一步考虑通过提供税务优惠，吸引家族办公室在香港设立办事处。从而提升香港作为国际资产和财富管理中心的地位。
支持港交所促进与广州期货交易所的合作。开发与碳排放交易相关的金融产品。评估香港发展为区域碳交易中心的可行性，加强香港作为区域绿色和可持续金融中心的地位。
推广跨境金融科技（Fintech），并积极与内地探索。形成一站式沙盒网络，为金融机构提供便利。粤港澳信息科技企业试行跨境金融科技应用。
发展成为 支持香港经济的国际创新科技中心
科技园扩建工作正全面展开，为科技企业和初创企业提供更多空间。为了应付未来的需要，政府立即探讨扩大科学园的容量。在这方面，政府将重振马料水填海工程，连同沙田污水处理厂迁往岩洞而腾出的土地，将提供合共88公顷的新土地。新提供的土地应主要作创科发展，而非原先建议的住宅用途。以科技创新为主要经济功能，加强东部走廊建设。 
在落马洲河套地区兴建港深创新科技园（HSITP）加快香港经济发展
政府原则上接受了香港大学（港大）及香港中文大学（中大）的建议，为这两所大学提供研究用地。
邀请香港科技园公司开始规划第二个先进制造中心的建设。
在 HSITP 环路中设立创新生命健康科技中心
合并形成新田科技城，连同深圳创科区，将形成约540公顷的深港创科合作区
计划恢复《版权条例》修订工作。目标是在下一届立法会提交修订《版权条例》的法案。

CALCULATE STAMP DUTY RATES FOR COMPANY SHARE TRANSFER

What is a Stamp Duty? 

Stamp duty is the tax governments place on legal documents, usually in the transfer of assets or property. Governments impose stamp duties, also known as stamp taxes, on documents that are needed to legally record certain types of transactions. 

Stamping of Shares Transfer

When you are going to do the Shares Transfer, your Company Secretary will prepare a Contract Notes. Once any sale or purchase of Hong Kong stock. Then Contract Notes are required to be executed and stamped. 

How to calculate Stamp Duty Rates for Company Shares Transfer? 

On Sale or Transfer of Immovable Property in Hong Kong 

Any instrument executed on or after 26 November 2020 for the sale and purchase or transfer of non-residential property will be subject to Ad Valorem Stamp Duty (AVD) at the rates under Scale 2. 

With effect from 5 November 2016, Scale 1 AVD rates are divided into Part 1 and Part 2. Part 1 of Scale 1 applies to instruments of residential property and Part 2 of Scale 1 applies to instruments of non-residential property and certain instruments of residential property executed on or after 23 February 2013 but before 5 November 2016. Part 2 of Scale 1 is in essence the prevailing AVD at Scale 1 rates before 5 November 2016. The rates at Scale 1 are as follows: 

Part 1 of Scale 1 (Applicable to instruments of residential property executed on or after 5 November 2016 ):

A flat rate of 15% of the consideration or value of the property (whichever is the higher)

Part 2 of Scale 1 (Applicable to instruments of residential property executed on or after 23 February 2013 but before 5 November 2016 and instruments of non-residential property executed on or after 23 February 2013):
